Mariana Rosa Delia Matiz Cárdenas

Founder of the Plumas de Fénix Foundation
Lawyer from Universidad del Rosario, with a Master’s degree in Criminal Law and Criminal Procedure from Universidad Carlos III de Madrid, Spain, where she is also a doctoral candidate in Law. She has experience in human rights, transitional justice, restorative justice, criminal law, and international criminal law. Her professional career spans both the private and public sectors, where she has worked in various law firms, at the Faculty of Law of the National University of Colombia, at the Directorate for Transitional Justice attached to the Ministry of Justice, and in the Human Rights Group of the Directorate of International Affairs attached to the Office of the Attorney General of the Nation. Her professional experience has focused on victims of the armed conflict.

Cristhian Camilo Roa Fajardo

Director
Lawyer from Universidad del Rosario, currently pursuing a Master’s degree in Law with an emphasis on Civil and State Contractual and Non-Contractual Liability at Universidad Externado de Colombia. He has experience in different areas of Public Law, including Administrative Procedures, Administrative Litigation Procedure, and Comprehensive Reparation, in which he provides comprehensive legal counsel and effective representation.

José Francisco Acuña Vizcaya

Lawyer with studies in history, specialist in criminal and penitentiary law from the National University of Colombia, and holder of a doctorate in Law from La Sapienza University, Rome, Italy. He has extensive national and international academic experience as a professor, researcher, consultant, lecturer, director of international competition teams, editor of various publications, and director of diploma programs, forums, and other academic events. He was Dean of the Faculty of Law, Political Science, and Social Sciences at the National University of Colombia, where he also directed the criminal law area, the Observatory of Criminal Responsibility for Adolescents, and the PUI Criminology and Society research group. He also served as Justice of the Criminal Cassation Chamber of the Supreme Court of Justice, where he acted as Acting President of the Court.

Gabriel Alberto Robledo Kaiser

Medical doctor and surgeon from Pontificia Universidad Javeriana, with postgraduate studies at Saint Barnabas Medical Center in Denville, New Jersey. He completed his residency in Internal Medicine and Cardiology at the Colombian School of Medicine Clínica A. Shaio in Bogotá, where he served as chief resident and chief intern. Throughout his extensive medical career, he has served as Cardiologist at the National Cancer Institute, Cardiology Instructor at Hospital Universitario de La Samaritana, Medical Advisor in Cardiology to the Colombian Association of Medical Schools (ASCOFAME), President of AEFAS, and Coordinator of the Arterial Hypertension Committee of the Colombian Society of Cardiology, among other roles. He has also been the author and co-author of several publications. He is Director of the Bogotá Cardiology Center, President of Fundación Precardia, medical advisor to various pharmaceutical laboratories, and a certified BLS and ACLS instructor by the American Heart Association.

Carlos Eduardo Valdés Moreno

Medical doctor and specialist in forensic anthropology from the National University of Colombia, with a diploma in forensic genetics and experience in university teaching and research in the field of forensic sciences; technical and scientific management of crime scenes; investigation of human rights violations, breaches of International Humanitarian Law, collective deaths, massacres, disasters, and person identification techniques; personal injury assessments; and determination of clinical age and health conditions. He worked at the Office of the Attorney General for thirteen years, seven of them as head of the Criminalistics Division at the national level, and for six years and nine months at the Office of the Inspector General of the Nation as coordinator of the Human Rights Unit of the National Directorate of Special Investigations. He also served as Director of the National Institute of Legal Medicine and Forensic Sciences for eight years.

Laura Natalia Torres Acosta

Lawyer from the National University of Colombia and currently a Master’s student in Conflict Resolution at the University of Essex, United Kingdom. She worked at the Center for the Study of Law, Justice and Society (Dejusticia) and has participated in research processes with the National University of Colombia and Universidad de los Andes. She has experience in research, advocacy, and strategic litigation, mainly on issues related to transitional justice mechanisms, victims’ rights, and people in the process of reintegration, the responsibility of civilian third parties in the armed conflict, and the effective implementation of differential approaches, particularly ethnic and gender-based approaches.

Juliana Téllez Wilches

Lawyer from Universidad del Rosario, with an emphasis in commercial law; Master of Laws (LL.M.) from the University of Washington; and Master of Laws (LL.M.) in Air and Space Law from the University of Mississippi. She has experience in aviation and consumer law at Del Hierro Abogados and served as an intern in the Office of Legal Affairs and External Relations of the International Civil Aviation Organization (ICAO). She is a founding member of the College of Aviation Law Attorneys (CADA) and the Colombian Institute of Consumer Law (ICODECO).

Ana Paulette González Bulla

Lawyer specializing in Administrative Law, Criminal Law, and Forensic Sciences, with a Master’s degree in Law from Universidad La Gran Colombia. She has 13 years of professional experience in various state entities in areas including Contract Law, Criminal Law, and the Inter-American Human Rights System, among others.

Sara Valentina Díaz Figueroa

Senior law student at the National University of Colombia, with experience in Criminal Law, International Criminal Law, and Transitional Justice. She has therefore carried out educational work in this field and participated in research projects on gender studies related to these topics. She also has research experience in Environmental Law with an emphasis on Human Rights and strategic litigation, and has been a speaker at national and international conferences such as the 11th Latin American Congress of Rural Sociology, held in Oaxaca, Mexico.

Laura Valentina Chaparro Camargo

Seventh-semester law student at the National University of Colombia - Bogotá campus. She has served as a student assistant at the Femicide Observatory attached to the International Network of Systemic Criminal Policy - Extrema Ratio UN and at the Gender Observatory of the Center for Procedural Studies (CENDEPRO), both study groups of the Faculty of Law, Political Science, and Social Sciences at the National University. Her main focus throughout her degree has been criminal law, criminology, and gender issues.

Laura Victoria Cruz Uribe

Lawyer from Universidad del Rosario, specialist in Public Law from Universidad Externado de Colombia, with professional experience at the Ministry of National Defense, the Colombian Civil Defense, and the Office of the Comptroller General of the Republic.

Laura Daniela Chaves Wilches

Psychologist from Universidad Católica de Colombia with an emphasis in legal psychology, and law graduate currently in the degree-completion process.

Carmen Córdoba

Psychologist from Pontificia Universidad Javeriana. Specialist in Clinical Psychology from Universidad Católica de Colombia, with a solid background in mental health. Focused on continuous improvement and lifelong learning, she has completed numerous seminars and refresher courses in various disciplines related to psychology and well-being (Hatha Yoga, Therapeutic Yoga, and Yoga Nidra instructor), which allows her to integrate holistic practices into her therapeutic approach. She has experience in autism, infant observation, and the impact of the emotional climate on the family environment.
